Transneft and Pipeline Transport Institute Develop Information System for Regulatory Documents Management

Transneft and the Pipeline Transport Institute together with Kodeks (the Techexpert information and reference system) have developed the information system for regulatory documentation management of automated process control systems (ISRDM PCS).

PCS specialists, primarily working at oil pumping stations and production service shops, are guided in their daily activities by requirements of regulatory documents both in creation and operation of systems. The introduction of new supervisory control systems, the transition to new technical solutions on the basis of which automation systems are designed, are ensured by relevant requirements of regulatory documents. Therefore, the task of providing convenient access to regulatory documents concerning PCS with intelligent search for requirements of regulatory documents on issue of interest is relevant.

As of today, the first three subsystems have already been taken into commercial operation and are available for use by specialists of Transneft subsidiaries. The fourth subsystem is currently being tested and will be commissioned at the end of 2020.

The purpose of the ISRDM PCS development is to create a convenient and unified information and reference support with industry, federal and international regulatory documentation for all PCS specialists working for Transneft and its subsidiaries at all stages of the PCS life cycle.

The information system is regularly expanding and today includes more than 460 industry documents of Transneft and more than 1.7 million federal, international and foreign standards.

To solve the set tasks, the ISRDM PCS includes four subsystems: Basic Functionality, Subsystem for Remarks, Subsystem for Analysis and Classification of Regulatory Documents, Regulatory Document Constructor.

The basic functionality of ISRDM PCS allows users to access industry and federal regulatory documents as well as developed draft regulatory documents, through a single window, using intelligent and contextual search. Intelligent search works in a similar way to the search engines popular on the Internet. The functionality of the system allows you to work with dictionaries of terms and definitions, symbols and abbreviations, to carry out a comparative analysis of industry and federal terminology, to study a regulatory document using the convenient search, explanatory materials, brief instructions on the practical application of regulatory documents requirements.

The subsystem of remarks allows all users of the ISRDM PCS to make remarks on regulatory documents or to their drafts at any time, conduct a discussion and automated collection of remarks and suggestions. Experts supervising a regulatory document or its development will analyse all remarks and suggestions and take them into account or issue reasoned decisions on their rejection when updating or developing a regulatory document.

With the ISRDM PCS subsystem of analysis and classification, the analysis of terms and abbreviations for compliance with corporate dictionaries as well as the analysis of documents’ referential relevance is carried out. The issue of highlighting requirements in document texts, their classification according to certain criteria, stages of the life cycle, equipment to which they belong, is also being resolved.

Classified requirements are compared for determine duplication and inconsistencies. The intelligent search for regulatory documents and their specific requirements is performed. For specialists, working with the requirements identified and classified by an expert significantly reduces the time required to make decisions and perform tasks.

The Regulatory Document Constructor subsystem makes it possible to increase the convenience and speed of developing draft regulatory documents in accordance with the requirements for structure and preparation of the documents.
